International Day against Drug and Illicit Trafficking

Nido calls for concerted effort to contain rampant drug abuse

ITANAGAR, June 25: To mark the International Day against Drug and Illicit Trafficking and create awareness on the menace of drug, Arunachal Pradesh State AIDS Control Society in association with Donyi Polo Vidya Bhavan and King Cup Public School, Itanagar shall organize a Quiz Competition and on the spot drawing competition in Donyi Polo Vidya Bhavan school on June 26.

Parliamentary Secretary Health and Family Welfare Nido Pavitra shall attend the programme as the Chief Guest.

In a message, he said that Arunachal Pradesh is also not free from the menace of Drug Abuse. In Lohit, Anjaw, Tirap and Changlang, there is rampant abuse of Cannabis products, often called charas, bhang, or ganja, throughout the locality as it has attained some amount of social and customary sanctity which need to be done away by generating awareness among the local people. There are incidence of abuse of pharmaceutical products containing narcotic drugs in Itanagar and some part of the state. The intravenous injections of analgesics like dextropropoxphene etc are also reported from many part of the state, as it is easily available at 1/10th the cost of heroin. The codeine-based cough syrups continue to be diverted from the domestic market for abuse, he added.

Arunachal Pradesh State AIDS Control Society, Naharlagun, is implementing Targetted Intervention Projects through various NGOs to control Intervenous Drug Use, he said and appealed all the stakeholders, NGO partners, Government Departments and Specially the youths to come forwards and create awareness on drug abuse and make a promise to work for prevention and control of drug abuse.

Blood donation camp held at Pasighat

PASIGHAT, June 25: In order to instill a sense of social responsibility in people about the need of donating blood, the Pasighat General Hospital in collaboration with the APSACS (Arunachal Pradesh State AIDS Control Society), Naharlagun organized a Blood Donation camp in the hospital premises on June 25.

All together, 19 persons registered their names for blood donation, but only 12 persons could do so. Among others, the SSP, D.C. Srivastava, DIO Arjun Singh, Dist BJP president Tamat Gamo, president of Women Welfare Society and NGO members also donated blood.

The DC Onit Panyang visited the camp.

The DDHS (T&R) Dr. K. Lego, who is also head of the hospital administration lauded the blood donors. He said, blood donated here will help save a few lives. DIPRO

APPSC to conduct next competitive exam shortly

ITANAGAR, June 25: In an attempt to fulfill the long-felt demand of the aspirants to conduct the combine competitive examination on yearly basis, the Arunachal Pradesh Public Service Commission (APPSC) has decided to issue advertisement for the next APPSCEE -2010-11 very shortly, said spokesperson of the Commission Jathi Pulu in a release today.

The release said, a letter has been written to Govt for placement of additional vacancy of posts under various departments to the APPSC in addition to already placed ten posts of CDPOs and one post of APPS (EG).

Meanwhile, the 3rd APPSCCE-2010 (Main) came to end on June 24. Altogether 587 candidates appeared in the examination which began on June 8. The examination conducted in Dera Natung Govt College, here has been most successful so far and there was no untoward incident, the release said.

APPSC also extended gratitude to the local administration, police, education departments and candidates for their cooperation in successful conduct of the examination.

AAPSU cries foul over arrest of five students

ITANAGAR, June 25: The five students were arrested last night after scuffle broke between few hosteller and headmaster of Nikte Government Secondary School, near Aalo.

According to the source, the whole mayhem broke out when headmaster of school entered the boys’ hostel allegedly carrying a dao at 10 in the night. The headmaster is alleged to have beaten up few students after hosteller objected to his visiting the hostel with a dao. Later on, few students in retaliation attacked headmaster’s house.

Police arrested five students on non bailable warrant and are looking for remaining students.

However, according to late evening report the arrested students were released.

All Arunachal Pradesh Students Union (AAPSU) has taken strong exception to the arrest of 5 hostellers and sought for their immediate release. In a statement AAPSU General Secretary Tujom Poyom said all the arrested students are under-age and keeping in mind their police should release them urgently.

Athena’s civic action program

ITANAGAR, June 25: M/S Athena Demwe Power Limited distributed school bags to the students of Govt. Middle School Pukhuri, Lohit in continuation of their Local Area Development Program. Vice President of the Company Gagan Agarwal addressed the students and others present.

The Power developer is set to build 1750 MW (Lower) and 1250 MW (Upper) projects in Lohit.

Faculty and employees comes out in support of Dr Begi

ITANAGAR, June 25: NERIST faculties and officers in a letter to the Chairman, NERIST Board of Management Prof Gautam Barua has demanded that Dr Joram Begi be allowed to continue as the Director. In a letter, they said that Dr Begi took the reign under extreme belligerent situation and due to his excellent administrative insight, he brought normalcy in the campus.

Outlining various achievement of Dr Begi which include first ever convocation of the NERIST with the President of India as Chief Guest, streamlining of administration and academic activities among others and convocation to be held with Dr APJ Abdul Kalam as the Chief Guest in August, the officers and faculty said that he should be allowed to continue till a regular Director is appointed.

The uproar over Dr Begi was created after MP Takam Sanjay wrote a letter to Chief Minister recently asking the state government’s position on NERIST and removal of Dr Begi as Director NERIST.

Dr Begi yesterday has denied all allegations leveled by the MP and has said that his performances as Director NERIST speak for itself.

Lohit to conduct inter school sports competition

TEZU, June 25: Comprehensive Action Plan is being drawn to conduct Inter School Sports Competition for all schools in Lohit district under scheme for promotion of Games & Sports in school level. This programme under Panchayat Yuva Khel Krida Abhiyan is directed to spot budding sports talents of the district.

Lohit Deputy Commissioner R.K Sharma insisted on clear cut action plan on date, venue, events, number of participants and other modalities to make the event a successful one. He emphasized on conducting the sports event at block level at minimum expenditure and carry intensive drive to select sports talents from all schools. The selected Boy and Girls should be invited for district level competition at Tezu and he assured transportation / accommodation facilities from the District Administration side.

DDSE Kento Rina stressed on selection procedures and guidance and assured all help through Principal and Head Masters of respective schools.

ZPM Balangsi Thalai, Binit Gogoi , Secretary DSA and Dinesh Pawar in-charge Kendriya Vidyalaya also spoke on the occasion .

Earlier Pailo Mihu District Youth Coordinator NYK spelt out the aims and objectives, guidelines and modalities worked out for conducting the sports competition in the district.

Training prog on water quality test conducted

ITANAGAR, June 25: The 2nd phase of training programme on "water quality test" was conduced at Sippi, Upper Subansiri district recently by Rural Development Society, Daporijo branch under the sponsorship of Communication and Capacity Development Unit (CCDU), Itanagar under PHED.

As many as 145 participants were trained on water quality test during the six days programmes. Of them, 135 were panchayat members.

RDS president Paktin Bagbi highlighted about water system and advised trainees to avail the opportunity and go to serve people of rural sector. Secretary of the Society Majin Dui while highlighting the importance of drinking safe and clean water to keep various common diseases at bay, informed that this training programme of Water Quality Test would be organized in entire Upper Subansiri district in phase-wise. He also thanked CCDU director and Upper Subansiri district ADC for shouldering RDS for organizing this all important training programme.

NABARD support to micro-enterprises

ITANAGAR, June 25: In an effort to generate self-employment avenues for the educated unemployed youth in the state, NABARD Arunachal Pradesh Regional Office has sanctioned four incentive based Rural Entrepreneurship Development Programmes (REDP) to Oju Welfare Association for training 100 educated unemployed youth to be conducted in Kimin, Itanagar and Naharlagun.

The areas for entrepreneurship development are -- cutting and tailoring, jute crafts, cloth bag making, soft toy making.

However, the selection will be from the of list of registered educated unemployed youth with state Labour and Employment Department and trainees will be selected by a Project Monitoring Committee (PMIC).

On submission of the details of new units set up by the trainees after the training, the incentives will be released to the NGO by NABARD.

The sponsorship is partly for meeting training cost and for incentives to the NGO based on the setting up of new units by the trainees through bank loan or self-finance within a period of two years from the completion of the training.

Along with these programmes, NABARD RO has also sanctioned a Skill Development Programme on beauty culture for 25 rural women and SHG members for livelihood promotion to be implemented by the same NGO. NABARD will encourage similar initiatives in other districts also, according to an official release.

Training on Agricultural Development and Livelihood Improvement

ITANAGAR, Jun 25: A two days workshop-cum-training programme on “Problems, prospects and Scope of Agricultural Development in Arunachal Pradesh” was organized by the Finance Minister, GOAP in collaboration with the Indian Council of Agricultural Research (ICAR), A.P. Centre, Basar and District Administration, Changlang under the sponsorship of NABARD, Regional Office, Itanagar on June 21 and 22.

Altogether one hundred and sixty (160) farmers, rural youth, practicing farmer, panchayat members, tea growers from different villages under Nampong sub-division participated in the programme.

The programme started with planting of tree in and around the children park of Nampong sub-division.

In the inaugural function was chaired by the Joint Director ICAR, A. P. Centre Basar, Dr. R. Bhagawati.

In the inaugural speech Finance Minister Setong Sena Sena appealed to all the participants to get the ray of knowledge to bring improvement in not only agricultural and allied areas but to ensure a better.

Finance Minister emphasized the importance of high yielding varieties of different crops for increasing the production and productivity of the state in general and the district in particular.

Dr. R. Bhagawati addressed the gathering with an introductory speech on “Problems, prospects and scope of Agriculture in Arunachal Pradesh and the role of ICAR, Basar”. The team of seven members led by the Joint Director, ICAR, Basar that included Scientists and Technical Officer (Agromet) of ICAR, Arunachal Pradesh Centre, Basar and Subject Matter Specialists of KVK West Siang delivered lectures and practical hand on demonstration on different topics covering nursery management of vegetables, techniques of protected cultivation, production techniques of orange, pineapple, banana and mushroom, importance of cropping system, animal husbandry and poultry production, importance of weather forecasting in agriculture, bio control of disease, insect and pest, role of farmers club, self help group (SHG) and NGO’s for livelihood improvement etc were delivered.

The Joint Director enlightened the trainees about the potentiality of agriculture, horticulture and animal husbandry in this region.

Deputy Commissioner of Changlang District Opak Gao asked all the participants to take full advantage of this rare opportunity.

ZPM, Jairampur J.Longri called on the farmers friend to adopt the new scientific methods and techniques for their own benefit.

SDO, Nampong N.M. Das, has emphasized on the significance of modifying the traditional agriculture practices keeping traditions and culture intact in the North Eastern Region. He also highlighted the importance of development of a location specific fast-aid-kit for the practicing farmers of this remotely located boarder region.

On 22nd June, 2010 the farmers were given hands on training on mushroom cultivation, preparation of Bordeaux mixture, various bio pesticide to apply and utilize in their agricultural field.

ZPM Chairperson of Changlang J. Jugli requested both the male and female farmers of the district to go ahead with better understanding and cooperation not only in field works but also in all domestic works.

DC directs local administration to strictly stop land encroachment

ITANAGAR: Deputy Commissioner, Papum Pare District Nandini Paliwal visited Doimukh Township today to inspect the alleged government land encroachment at Doimukh.

She visited all the spots where government land and quarters are encroached by the private individuals, government officers, and officials and instructed the local administration to strictly stop the illegal construction and strongly directed that no illegal construction should be allowed at any cost at Doimukh Township henceforth. Adding that strict action should be taken up against those who are found to be indulging in such acts.

IMWA proposes stray animal eviction drive

ITANAGAR: Itanagar Market Welfare Association (IMWA) concerned over the ever-increasing stray animal in Itanagar has decided to carry out stray animal eviction drive in collaboration with the district administration in state capital soon.

It further appealed the animal rearers of the capital complex and nearby areas to take control of their domestic animal within two-three days. However the IMWA did not elaborate on the plans for eviction of animals.

Jan Suvidha in West Siang soon

AALO: JAN-SUVIDHA in West Siang district will be introduced and made functional in DCs office at Aalo by the end of July next. This was informed by DC Amjad Tak in a meeting with administrative officers held here on June 23. The DC further informed that he had a discussion with Secretary, planning, state Govt and the secretary assured to look into the required fund for establishment of JAN-SUVIDHA.

Under JAN-SUVIDHA project, all the certificates, licenses, permits would be computerised and obtained from DCs Office without delay and public would get laminated documents with minimum fees.

ITANAGAR, Jun 25: The school management and development committee of Govt. Secondary School Mengio (Sakiang), in a recent meeting, has decided to organize a social service to construct temporary teachers quarter, boys and girls hostel on self-help basis for the school from July five to seven next.

In response to AAPSU call

Dear Editor,

This is in response to the news item with headline “AAPSU accuse Govt. of being soft on refugee and non-indigenous population” dated 24th June’2010. I appreciate the president of esteemed organisation “AAPSU” for taking up the chronic Chakma- Hajong issues. We general Arunachalees have full faith, under the leadership of Mr. Takam Tatung, AAPSU shall completely delete the name of refugees from history of Arunachal Pradesh.

I was a batch mate of Boken Pao up to Govt. Hr. Secondary School Pasighat and I have known the family since our childhood. Neither he nor his great-grandfather ever migrated from Assam. They are indigenous to Arunachal Pradesh even prior to India’s independent. He belongs to a renowned family of Village Oyan, East Sing District. There must be involvement of certain vested interested person who might have misguided AAPSU, which has led to publication of such distorted article in Media.

However, if AAPSU consider Sille-Oyan Circle to be under Jonai Sub Division, than Mr. Pao may be from Jonai.

Here I would like draw kind attention to all general people of Arunachal that there is vast difference between the Assam Mishing and Arunachalees Mishing and there exist distinction mechanism with the District administration.

Marriage of convenience

Dear Editor,

North east is the region which has bore the brunt of refugees and illegal migrants from Bangladesh and Nepal. It is noticed that this group of population suffers from insecurity of identity and want of landed property. Especially in Shillong, the Bengali and Nepali migrants are more than happy to marry Khasi girls and women to get entitled to some amount of real estate in the land they have migrated to. When a Bangladeshi marries a Naga, or a Bengali marries a Khasi or a Nepali marries a Bodo or a Marwari marries an Assamese, these migrant communities make sure that they get access to landed property.

When Gujarati migrants from India began to marry more and more Maori girls in New Zealand for landed property, the Maoris banned such marriages of convenience. They realized that the scheme behind such conjugal knots is more than love. Access to land rights is the real core of such marital alliances. So also, the girls and boys of north-east should realize the hidden motives behind migrant communities.

What Arunachal needs is a little effort

Dear Editor,

I have visited various states of India but there is no state like Arunachal Pradesh which is the most beautiful of all. Although no artificial development is there but Arunachal possess each & every gift by the almighty god. Crystal clear rivers, hills, good climate, fresh air.

People in many states of India even in Itanagar are purchasing mineral water bottles but there are many rivers in Arunachal where water is much pure than mineral water & much sweet. There are several rivers in India but all are declared unsafe for drinking but Arunachal has several pure fresh rivers in which water does not require any filtration, its good enough to drink. Like Shillong, Shimla, Ooty, Itanagar can also be a perfect hill station but some developments should be there. Tourism industry is the biggest industry in this world; it brings foreign money, creates employment & has many advantages.

Arunachal having valleys, huge rivers can become second Kashmir but public & government should come forward to make it a tourism destination.

Give them the due respect

Dear Editor,

Apropos the editorial "Protection for women" ( 23 June), since charity begins at home, each and every family should learn to accord due respect to the womenfolk in the household. In many homes, the fairer sex is not only denied of adequate nutrition, their personal opinion regarding education or marriage are hardly taken seriously. Throughout their lives, they are treated as an object of exploitation by father, brother, husband or son. The administration is not a seperate entity, but formed by the elements of the society itself. In such a perspective, it is natural that the tortured or persecuted women will not be treated in a sympathetic light.

We should not remain oblivious of the fact that women not only consist half of our sky, but they are the future of humanity as well. If they are accorded indifferent treatment and neglect, the society cannot expect a healthy generation in future.

If a consciousness of respecting women needs to be generated in the society, then the teachings of equality of sexes should be inculcated in the students right from the budding stage and those persons who ill-treat them should be awarded exemplary punishment.
